As Vice President for Administration and Finance, Mr. Meadows oversees the management of many key areas at Virginia State University, including Budget, Controllership, Administrative Support Services, Procurement and Payment, Retail Services Departments, Capital Outlay, Facilities Management, Real Estate Services, Treasury and Cash Management, Financial Reporting, and Auxiliary Business Services.
Mr. Meadows experience includes more than 23 years in financial administration in both the public and private sector, most recently as the Director of Budget Administration and Strategic Performance for the District of Columbia’s Office of the Chief Financial Officer, Office of Budget and Planning (OBP). In this capacity, he oversaw the central budget office’s 9.8 Billion dollar operating budget for formulation and execution. Mr. Meadows directed a team of budget, finance and policy analysts and managers who coordinated activities for over 120 District agencies. This included budget oversight of $2.5 Billion in federal appropriations for areas such as Homeland Security, Education, Medicaid and Infrastructure. In addition, Mr. Meadows was responsible for OBP’s strategic performance process including the evaluation metrics of agency programs, benchmarking, and annual business plans. Prior to joining the District, Mr. Meadows served in a variety of executive level financial positions including Investment Accounting and Portfolio Manager with the American Express Corporation, Senior Corporate Analyst for Bank One Corporation, Director of Operations/Chief Financial Officer for the City of Richmond’s Police and Fire departments, and Vice President for Finance with SunTrust Bank Corporation.
Mr. Meadows graduated from Cleveland State University in Cleveland, Ohio with a degree in Business Administration and has a MBA from Averett University in Virginia.
