Information Technology Specialist II

The Unified Communications Engineer is responsible for providing a high level of technical and project management expertise to ensure the application of communications technology aids in the achievement of organizational goals and objectives. In this position, the incumbent evaluates all voice technology and carrier services. This person is an integral player in the design, development and implementation of domestic systems with significant exposure to users; interfaces regularly with management and outside vendors. This position also has a thorough understanding of the desktop and LAN/WAN infrastructure and how this integrates with the voice systems to support business needs. The incumbent has strong project management skills, a proven track record of working in a team environment, and is comfortable managing projects through all life-cycle phases in accordance with established direction and standards. This position also serves as secondary support for the data network. This position will report directly to the Network Manager.

DUTIES AND RESPONSIBILITIES

Primary: Ensure the integrity of the communications architecture and the control, reliability and performance of all voice systems. Ensure service levels are consistent with current business needs and future requirements. Responsible for Voice Communications Technologies including VOIP, Voice Mail, CTI (computer telephony integration), IVR and ICD (intelligent call distribution) connections with user environments. Responsible for daily VOIP and Voice Mail operations, Carrier voice services, ICD, network capacity and performance. Handle all change requests and problem resolution. Responsible for all carrier data/voice circuits. Work with departments to design, develop, test, and deploy custom solutions. Provide project management responsibility for any new VOIP implementations, including creating schedules, assigning tasks, managing outside vendors, and ensuring projects are completed on time and on budget with no negative impact on business operations. Keep management apprised of status with accurate and timely information. Work on multiple technical projects in a multi-platform environment. Develop and update technical documentation related to all Unified Communications systems. Key member of the Business Continuity effort for VTS.

Secondary: Serve as secondary support for data network including Cisco routers and Juniper switches. Maintain QoS/CoS for VoIP network to eliminate jitter, latency, and packet loss. Provide technical assistance and support to faculty, staff, administrators, and vendors. Plan, evaluate, and coordinate installation and configuration of hardware and software elements of data and VoIP communication networks with the use of proper OSI & TCP/IP standards. Utilize ITIL change management best practices when making modifications to network infrastructure. Mentor technical and support staff in VOIP as part of team-based activities. Engage in inventory tracking, trouble-shooting and reporting, quality assurance of TSR process, performance statistics, billing support and modification. Carry out field operations as required.

 

REQUIRED QUALIFICATIONS

Bachelor’s degree in Computer Science, Computer Networking, Telecommunications, related field, or equivalent work experience. Five to seven years of experience in unified communications, network infrastructure, or related field. Strong project management skills. Strong technical and non-technical communication skills. Ability to establish and maintain a high level of user trust and confidence in the group’s knowledge of and concern for users’ business needs. Broad range of telecommunications, network, server and desktop knowledge is desired, including the following: Carrier Services including Toll Free, Long Distance, Analog and TDM circuits, ISDN PRI & BRI, IP Trunking, IP Video/Voice VOIP, SIP, Voice Mail, ICD, CTI, IVR, various routing protocols such as MGCP, H.323, H.264 and QOS, HP, Dell & Cisco Server Hardware, Microsoft Operating Systems, Microsoft Office Suite, Microsoft Outlook, Microsoft Visio, Cisco routers, Juniper switches, Wireless Access Points, network monitoring tools, proven track record of managing diverse technical staff and resources in multiple projects through all life-cycle phases in accordance with established direction and standards, and experience in multi-platform environments.

Preferred QUALIFICATIONS

ITIL, CCNA Voice, CCNP Voice, or CCIE Voice Certification. Experience implementing and supporting a unified communications infrastructure in a higher education environment.
