Director, Department of Police and Public Safety

Virginia State University is seeking qualified applicants for the Director, Department of Police and Public Safety. The selected candidate will lead, guide, train and supervise the Department of Police and Public Safety and ensure the safe, living, learning and work environment for the Virginia State University community. Also, to be the Action Officer for the Continuity of Operations, Emergency Management, and Hazard Mitigation plans. The incumbent will be the primary advisor to the Vice President of Student Affairs on matters on physical security and safety.

Duties and Responsibilities

Provide direct leadership, accountability and responsibility for the overall department operations discipline; order an adherence to appropriate University and Department policies and procedures. Directly supervise Campus Law Enforcement and Safety leadership, lead, guide and train subordinate officers and staff. Develop and submit budget recommendations, and monitor, verify and reconcile expenditures and budgeted funds. Create and implement policies that ensure proper maintenance of police discipline to accomplish the department’s mission. Develop and coordinate the implementation of the approved Continuity of Operations Plan (COOP), Emergency management, and Hazard Mitigations Plans. Responsible for compliance with all municipal, state and federal laws and the administration and implementation of the mandates in the Jeanne Clergy Disclosure of Campus Security Policy and Campus Crime Statistics Act. Create programs that are effective in reducing crime on campus and raise public awareness of personal safety. Investigate and report major campus incidents. Perform special investigative tasks at the direction of the President and the Vice President of Student Affairs while maintaining strict confidentiality where appropriate. Perform other related duties incidental to the aforementioned work as directed by the Vice President for Student Affairs

Required Qualifications

Minimum of 15 years of progressive management experience in campus safety, public safety, criminal justice, or related field. Must have considerable knowledge of and extensive experience in public administrative functions to include policy and budget development/management and principles and practices of management. Must be able to demonstrate considerable knowledge of law enforcement, emergency operations and Hazard Mitigations planning. Must have demonstrative examples of successful leadership to include the development and management of subordinate leaders and staff. Must possess excellent written and verbal communication skills. Must be currently certified or have prior certification as a sworn Law Enforcement Officer. Must have demonstrated integrity and dedication; and a demonstrated record promoting diversity among staff and excellence in human relations. Must possess the ability to obtain sworn police officer credentials as mandated by Virginia Department of Criminal Justice Services (DCJS) upon appointment. Must be able to obtain a Virginia Driver’s License and have a clear driving record. Must not have been convicted of a felony or a crime involving moral turpitude. Must possess a Master’s Degree or equivalent combination of education and experience.
