Governor McAuliffe appoints and reappoints VSU Alumni to Board of Visitors

Virginia Gov. Terry McAuliffe appointed Virginia State University (VSU) alumnus Mr. Gregory A. Whirley to the VSU Board of Visitors on June 2. Gov. McAuliffe also reappointed Mr. Huron Winstead, an alumnus, who serves as the Vice Rector on the VSU Board. 

“It is indeed my pleasure to give a heartfelt Trojan welcome to Mr. Whirley as our newest Visitor,” said VSU President Makola M. Abdullah, Ph.D. 

Abdullah also acknowledged Gov. McAuliffe’s decision to reappoint Winstead to the Board by expressing, “Winstead’s service and leadership to his alma mater and the Board have been remarkable.” 

Board of Visitor Rector Harry Black shared his thoughts about Mr. Whirley. 

“On behalf of the Board of Visitors, I welcome Mr. Gregory Whirley and look forward to working with him. Mr. Whirley’s experience and expertise will positively impact the Board’s service to Virginia State University,” said Rector Harry Black. 

In regards to Mr. Winstead, Mr. Black stated that he was pleased to welcome back Winstead to the Board. 

“Mr. Winstead’s presence will ensure that the strategies the University has begun to embrace its role as ‘Virginia’s Opportunity University’ will continue for many years to come.”

In addition, Rector Harry Black thanked outgoing Visitor Frederick S. Humphries, Jr. for his service.  “I am grateful for Visitor Humphries’ service to the Board and University,” Black said. “His years of service helped to guide the University to be a beacon of success for so many Trojans.”

Whirley, who will begin his appointment on July 1, 2017, is a certified accountant. From 2010 to 2014, Whirley served as the Commonwealth Transportation Commissioner for the Virginia Department of Transportation. He was responsible for managing the $3.8 billion budget and leading more than 7,500 employees. Prior to this position, Whirley served as the chief deputy commissioner. He earned his Bachelor of Science degree in accounting from VSU in 1974 with honors (cum laude).

Winstead is an accomplished executive with 22 years of experience in the consulting engineering industry. As the President of Winstead Management Group, LLC, headquartered in Richmond, Va., Winstead provides construction management services operating in the US public and private infrastructure sectors. He served on several national and regional boards including the National Forum for Black Public Administrators Corporate Advisory Council and Board of Directors and the Chicago Communities in Schools Associate Board of Directors. Winstead was appointed to the Board of Visitors in July of 2013.

The VSU Board of Visitors consists of 15 members who serve as the governing body for the University.
