Virginia State University holds the First Amendment in high regard. This amendment guarantees freedom of speech, freedom of expression and the right to assemble peaceably. In order to achieve these objectives while at the same time ensuring that the University fulfills its educational mission, the University may regulate the time, place, and manner of expression.

The University has established requirements for visitors, students, staff, faculty and Administrators’ conduct. The University also has established policies for the use of its facilities and property in order to focus on its mission and provide a safe environment.

Use of the University’s facilities and property must:

  • Not impede student education, academic activities, research, medical care, scheduled events, University-related functions, residences, or the faculty/staff work environment
  • Be safe for participants and not create security issues
  • Preserve the integrity and aesthetics of the University’s property

HOW TO REPORT AN INCIDENT OF SPEECH VIOLATION

You may report an incident of disruption of constitutionally protected speech (including by not limited to distribution of literature or public speaking under the University’s Facility Use Cost Recovery Policy and Student Handbook in the following way:

Current University students and employees, should refer to page 63 of the Student Handbook for general guidance, and file an online incident report on the student/employee Trojan Care form (TCF). The TCF should be sent to:

Dr. Rachell will process all TCFs. Student-related incidents will be referred to the Office of Student Conduct. Employee-related incident forms will be forwarded to Human Resources for further investigation. Visitor-related incidents will be referred to the VSU Department of Police.
